pinctrl: intel: move PWM base computation past feature check

Browse Source 
Compute base inside intel_pinctrl_probe_pwm() only after the
PINCTRL_FEATURE_PWM and CONFIG_PWM_LPSS checks have passed. Tidy
up; no functional change.
