accel/amdxdna: Support retrieving hardware context debug information
The firmware implements the GET_APP_HEALTH command to collect debug information for a specific hardware context. When a command times out, the driver issues this command to collect the relevant debug information. User space tools can also retrieve this information through the hardware context query IOCTL.
