drm/amd/display: Remove get_utm_qos_model from soc_and_ip_translator

[Why]
The QoS model is now populated directly in clock manager
from firmware data. The translator function pointer is no
longer needed.

[How]
- Remove get_utm_qos_model function pointer from
  soc_and_ip_translator_funcs
- Remove associated forward declarations from
  soc_and_ip_translator.h
