wifi: iwlwifi: mld: drop TLC config cmd v4/v5 compat code
FW core102 bumped TLC_MNG_CONFIG_CMD_API_S from version 5 to version 6. The v4 and v5 compatibility paths in iwl_mld_send_tlc_cmd() are no longer reachable on any supported firmware.
