drm/i915/vrr: Nuke intel_vrr_vmin_flipline()

Browse Source 
Now that intel_vrr_flipline_offset() is completely hidden from the
higher level VRR code, intel_vrr_vmin_flipline() has become rather
pointless. Remove it.
