tty: serial: bcm63xx: use more precise Kconfig symbol
Patches lowering SERIAL_BCM63XX dependencies led to a discussion and documentation change regarding "depends" usage. Adjust Kconfig entry to match current guidelines. Make this symbol available for relevant architectures only.
