bpf: Sync uapi bpf.h header for the tooling infra
Both commit 91051f0039 ("tcp: Dump bound-only sockets in inet_diag.")
and commit 985b8ea9ec7e ("bpf, docs: Fix bpf_redirect_peer header doc")
missed the tooling header sync. Fix it.
