arm64: dts: rockchip: Add Khadas Edge 2L board

The Khadas Edge 2L is a single board computer based on the Rockchip
RK3576 SoC.

Add basic device tree support for this board. Currently, only eMMC
and UART are enabled, allowing the board to boot into a basic Linux
system via the serial console.
