dt-bindings: mfd: mediatek: mt6397: Add mt6323 PMIC EFUSE

The MediaTek mt6323 PMIC includes an EFUSE used for storing calibration
data.

Add the devicetree binding documentation for the MediaTek mt6323 EFUSE.
